Yes, we should somehow cull the truly gone devs. But, I would argue that
even simply accessing the web site (as a logged in dev) should count as
"active". I think the first step of the "mark them INactive" process should
be to tickle their email address with a "please go here" URL to bring them
to the web site which would keep them from going inactive. (Sort of a "pear
dev has a pulse" test... :)
I think a dev should be considered "inactive" only if they totally
evaporate. If they're lurking/listening/reading for a long time, that's
fine -- even the tiniest contribution from a long silent, but still active
developer should be welcome. If you ever contributed enough to be given dev
karma, your opinion counts forever. (Unless, of course, the PEAR Group or
whomever yanks your karma for a specific reason. :)
