Not quite true - PHP_CodeSniffer, PHP_LexerGenerator,
PHP_ParserGenerator, phpDocumentor are all examples of apps.
PEAR_PackageFileManager_Frontend_Web and PEAR_Frontend_Web, PEAR_Info
are all examples of web-based apps.
The only prohibition has been on *frameworks* which is a particular kind
of application.

I'm not sure who you're referring to by "brilliant core PHP developers"
since none of the people who develop PHP internals have replied to this
thread :).
