Honestly: When people get balls.
Diplomatically: As the years went by, PHP4 has proven to be useful and
widely used for a large amount of developers, users and companies.
With the moving development of php5 many many users are taken to an
area where..... (Basically seems like no one kn-woes)

No. A number of PEAR packages are still php4 and the intent has never
been to drop support for php4. We still have many many users using
php4.. sadly.
This a purpose of PEAR2, to drop all support for PHP4 (And of course
many other design decisions and ideas)
