This is not a bad idea. I think the issue it is trying to solve is
getting people to leave feedback _before_ a proposal is voted on.
Perhaps this could be done better by automatically mailing pear-dev with
reminders about proposals that are open for comments and have no
comments.
That way, you won't have to threaten to call for votes just to get
people to comment on your proposal :)
