That's what I thought too.
So the current RFC "pear2_standards" may be not clear and detailed enough
for everybody.
At least, not for me. That's why I had written a complementary RFC one year
ago:

I suggested it to the PEAR Group, and I had been answered that I would get
feedback, but I've never had.
Ok, my RFC is outdated, and probably misses the point regarding SVN and
other things, but anyway I think a more complete RFC is needed, whatever it
is.
All the more needed as many developers (like me) may want to know how their
packages are going to be impacted by PEAR2 in the detail.
