I've uncommented the files and dirs that were dropped in the 4.2
branch. I'll try to change it before 4.2 release so they are installed
properly (listed in the registry etc) so people can do "pear
list-upgrades" on a default 4.2 installation. The only problem is of
course that sapi/cli is not install by default, but I can cope.
