Now make is broke. It complains about spaces insted of tabs in
pear/Makefile:
make[1]: Entering directory `/data/src/PHP_4_2_0/pear'
Makefile:58: *** missing separator (did you mean TAB instead of 8 spaces?).
Stop.

The release master wanted cli totally removed from 420 because it was
"inconsistent". It wasn't even unstable like the current apache2filter.
Anyway, the compromise was to leave it in, just "hide" it, meaning no
installation on "make install". Its still being built in sapi/cli though.
