Hey Kevin,
you could review the manual here:

The important bits and pieces revolve around the coding style. You
should also create a repository on github, googlecode or similar and
share your code there. :-) Let us know if you need help there, we can
setup a repository for you so you can start developing the code
further.
Last but not least, you can start the formal proposal process. A lot
of what I mentioned is part of it (e.g. asking for feedback, refining
work). The proposal process ends in a call for votes.
