first, I don't like Firstletter-Upercase element-names (but as said, it's
just my personal opinion).
second, why not using namespaces? (that's not so important, but could
prevent some clashes in the future..)

mmh. i would prefer a more xsl-stylish approach, in den meaning of
<cssml:if test="browserInclude != ns4">
<Declaration property="border">1px solid black</Declaration>
</cssml:if>
choose/when/otherwise and alike would then allow more flexible stuff, than
with your approach (unless i missed something)
that's about it :)
