Right now it's very common in PEAR to use a constant for this:
define("PEAR_DATA_DIR", $_SERVER['DOCUMENT_ROOT'] . "/internal-pear");
would be an example for this.

I agree with you. Some time ago the Horde guys had done some work
on this front, but IIRC they removed their session class for some
reason. Perhaps one of them can clue us in a bit.
