Perhaps this is related to http://bugs.php.net/bug.php?id=17421, you may
want to reopen this bug if you feel this is related.

Umm, if this so for all the Windows extensions or only for the zlib one
and is this so recently or always was so? I'll fix that if get some
feedback.
