If they can be broken up in smaller components, they fit well in PEAR.
The problem (but also advantage of course) with application frameworks
is that they are monolithic, following you (whether you like it or not)
all the way from your database to the browser. If someone wants to use
some forms package, he should not have to install the whole circus.
Instead PEAR provides many smaller packages, that interoperate. In
practice this gives you a kinda of framework when you select given
packages, but it's not monolithic, you have options. When we can bundle
several nicely interoperating packages in one distribution file and
install everything in one go, that is basically what people mean with a
"framework". There is room for this, and bundles will be implemented at
some point, so there is room for application frameworks in PEAR, only
not in their "traditional, monolithic" form, and not at the expense of
the user who only wants the forms package.
This is a careful balance, which for me is about PHP's focus and why PHP
has become the success it is: it's simple. Application frameworks are
complex. For intermediate to experienced users, they are great, but for
new users they increase the learning curve sharply. Not to mention all
the runtime overhead that you may not need. That is why I want PEAR's
focus to be on independent but interoperable packages.
