It's just that in my mind, auto_prepend is forbidden. And I believe a lot of
developers don't have access to it.
I know you can set the auto_prepend parameter by putting a .htaccess in your
site directory but in the end, it makes a lot of .htaccess to deal with. The
other way is to modify directly your php.ini configuration file but this
means all your scripts will include your auto_prepended file and, depending
on its size, this can slow your server.
Some people might also want to use a log or an authentication script as
their auto_prepend file so they won't probably want to change that for the
debugging script.
And it is so easy to set a constant instead.
