Do CPAN store things like that? When I think on Pear, I see a repository
of reusable and general purpouse components, not "big" apps. Pear is yet
a framework, why frameworks over frameworks?. I don't see the advantages
that binarycloud or PHPLib could get going inside Pear. There are better
places to store them like Sourceforge (where you get your own web space,
cvs, lists, etc. you know). My vote is for not include them, but it
could be great to see the best parts of these frameworks being
integrated into Pear.
Any way, if those apps are "Pear compatible" they could be distributed
as Pear packages and why not linked from the Pear web (for ex: I
developed some packages like the Pager or the Uploader that finally
didn't go inside Pear but are linked in pear.php.net).
