For any sort of scalability it would need to be distributed, I would
think. Seems like LDAP would be the logical choice here. A nice
free-form format that would allow people to extend the schema without
forcing large-scale schema restructuring, and the replication suits
something like this perfectly as well.
The obvious problem is security. By what criteria do you choose servers
and who chooses? Theoretically you should only need a couple of
geographically distributed servers, but the admins of each of these would
need to be explicitly trusted by the entire community.
