You! :-) Like everything else in the Open Source world, nothing happens until somebody puts up code. I bet there is plenty of people with interest, but probably much less people with time or enough motivation to develop it. Nothing stops anybody from discussing the design of such system, but if you wait for anybody to step up and write the code, it may not happen until somebody with plenty of motivation goes ahead. There has been some talk on providing a single sign on system for the PHP Developers network sites. Personally I think it would not provide enough benefit to motivate me to spend time on that before other things that I consider of greater priority for the PHP Classes site. We still have to make work the unified search engine that really only depends on probably very little time free to become a reality.
