Can you put files in /php/includes ? or in /usr/share/php ?
because if you don't have an ssh access to the server what you can do is install a copy of pear
on your workstation then upload the whole directory in one of those two directories.

Ok so you have an ssh access. If you can use ini_set or the thingie i explained above that should do
it ;)
