The web team made some changes yesterday, including adding the iso-8859-1 encoding to the website's templates. Perhaps they can either revert that part of the patch or add new conditional encodings depending on the "directory"/language code called? Hmm, that might be problematic because not all files are in place in the foreign encodings, and such man pages default to English. I'm not fully thinking this through since it's late and I'm about to go to bed. Anyway, I've copied pear-webmaster on this to make sure the right folks see it.
