Upgrade to Pear 1.3.1

I had an older version of Pear and had no problems installing new
packages via the pear install package_name command. I upgraded to the
new version of Pear because one of the packages required it. Now, I am
getting the following error whenever I try to install anything:
Fatal error: Call to undefined function: getopt2() in
c:\php\pear\system.php on line 71.
I did a Google and searched the archives for this list, but didn't
find a similar occurence. I found one, but it was in a foreign
language with no response. I am writing an ebook and it has a section
on Pear, so I am stuck. Would appreciate any help.
