I have resolved the problem thanks to Stefan Neufeind's help. It
wasn't an obvious solution. Console_Getopt wasn't upgraded and
therefore, that's why it wouldn't work.
To fix it, I manually downloaded <a
href="http://pear.php.net/package/Console_Getopt">Console_Getopt</a>,
deleted all instances of Console_Getopt (from the PEAR folder,
go-pear-bundle folder, and Console folder), opened the Console_Getopt
tar file, and copied its contents into the Console folder. Once having
done that, "pear install package" works again.
I asked Stefan why Console_Getopt wasn't addressed when I re-installed
Pear's new version. Stefan believes that in some installer-versions
"back in the early days" there were still problems with dependencies
--- hmm, were they already in place? --- and so upgrading PEAR using
the old installer didn't force you to also
upgrade Console_Getopt. All up-to-date installers will alert you when
something like this happens again, telling you that you also need to
upgrade some of the other libraries.
