Yes, this particular error (segfault on PHP5) was reported to the bug tracker several times. I hope it is fixed in newer PHP5 version, but didn't try it myself. As for the other error, your server is probably misconfigured in some way. Try fixing it the Windows way --- do a reinstall --- if you are unable to find the actual problem.
