Yes. go-pear downloads the latest releases (and one file in cvs.php.net) version from pear.php.net.

The easiest way is to get all the package you needs from :
http://pear.php.net/packages.php
To use Cache you need the following packages :
Install the base (Do not if DB is needed by Cache, but not bad to get it too :) ) :
PEAR (http://pear.php.net/package-info.php?pacid=14)
DB (http://pear.php.net/package-info.php?pacid=46)
HTTP_Request (http://pear.php.net/package-info.php?pacid=33)
Uncompress all archives and move the /PACKAGE-Version/* (PEAR-O.91dev for example) files and folder
to your include path, the content of the folder, not the folder itself.
Set your as include_path '.:/path/to/your/libs';
and let s play.
If you have a development server with internet access, you can consider to create a full uptodate
installation on it and sync your prod server when needed, easier.
