Please PLEASE report this to xampp. They do the single crappiest job of
bundling PEAR in the history of the universe. The only way this could
be possible is if they intentionally change the installation process
that has been carefully worked out and then break it.
In short, it may look flashy, but I wouldn't touch xampp with a 10 foot
pole.
