I've got a Redhat 9.0 machine at 2.4Ghz with 1GB DDR, running Apache
1.3.27-mod_ssl and PHP 4.3.1 that takes 100 hits a minute (not to heavy,
but its traffic) and it runs patUser, patDbc, patConfiguration, and
patTemplate. The pages execute in 0.0367652423 seconds. :)
This is reading two XML config files, usually two-to-three template
files, and hitting the DB (MySQL) for auth information, plus there's
some session action. Frankly I'm amazed!
But yea, those dam 83Kb files! :P

One thing i don't like. One 83 Kb file ... I mean, do you use addUser at
every script execution ?
Anyway, permission is so vast a field that choice is good since there
cannot be a generic approach :)
