Sure, the easiest way is to download one php4 snapshot, or even better,
download 4.3.2RC4 (http://qa.php.net/). PEAR is bundled on win32
distros.

Yes :). You can download each required packages (except the bundled
packages, for which I advice you to install them from the go-pear script
directly, then 'pear install Auth-1.x.x.tgz'.
