Trying to install Log

I'm running PHP 4.2.2-17 and pear on RH9. I'm trying to install the IMP webmail system, which requires HORDE, which requires pear. The HORDE
docs instruct me to install Log, Mail_Mime and Net_Socket. Log required
DB, which I installed. Everything installs correctly, except for Log:
[root@zack software]# pear install Log
downloading http://pear.php.net/get/Log ...
...done: 11,482 bytes
Relation 'has' with requirement '' is not supported
Dependencies failed
What does this error message mean, and how can I resolve the problem?
