Hi Geoffrey,
I am not sure what is bundled with the MSI installer, but since it only includes the CGI version of PHP, and PEAR's command-line interface doesn't work with the CGI version but only with the CLI version, PEAR porbably isn't included in the MSI installer. Your best bet is to download http://pear.php.net/go-pear and save it as go-pear.php, then open it in a local web browser to install PEAR through the web interface.
