Hi Markus,
the go-pear.bat has some bugs in older versions, try retrieving the go-pear.bat from cvs.php.net module php-src/pear/scripts/go-pear.bat (I think it's there). Or, alternately, run go-pear.php from http://pear.php.net/go-pear (save the webpage as go-pear.php, and run it as cli/php.exe go-pear.php)
The change to go-pear.bat was minimal, and the setting I had to change was php -n was used, but -n tells php to ignore any php.ini file. There was one other change, I don't recall what it is.
If that doesn't fix it, let us know.
