Q12: remove the blank in front of the "?"
Q13: This makes the survey non-anonymous in some cases. Is this intended? I know that all fields are
optional, but what is this field good for?
Maybe we should use "Do you have a PEAR Web account" (yes/no) instead.

Q24: s/german/German; s/french/French
