No. Package updates (port to new PHP version) do not need a new
proposal.
Beside being grateful for your willingness to help with the package -
there are 2 or 3 PHP packages that try to achieve the same goal, one of
them is better maintained and updated (and has a comparison page that
compares itself to the HTML_Safe in PEAR and the other ones. Don't
remember the URL, though.
Are you really willing to put time into the package to actually improve
it, or do you just plan to update it to PHP 5.3?
The first steps is making patches for the bugs against HTML_Safe's SVN
and attaching them in the bug tracker. Then send a note to pear-dev so
that we can review your patches, and apply them if they are good. In
some weeks time, you then may be given a SVN account.
