While I understand the rationale behind this idea, I do not like that
approach. Having the ability to choose from a pool of possible
prefixes even in one category has always been a convenient thing and I
would really like to keep it that way.
Why don't we just settle on forcing packages to have a prefix, but
still allowing multiple prefixes per category? This way we keep the
advantages of the status quo, while at the same time keeping the
"namespace" clean.

I'd like to keep those two categories, since the only think they have
in common is the similar name. Moving packages, which currently are in
the wrong category, to the right one sounds like a good idea for me
though.
