I'm not sure we are telling people to do so, but no matter if we do it or not, there is only one _real_ solution to this problem: Configuring the CVS daemon to not allow the "import" command for every user. Nonetheless I'm going to grep through the documentation to see if your upbraiding is warrantable.
and the other problem is that people wait endlessly to get their CVS accounts. so they keep digging in the CVS manuals until they come up with "cvs import" which magically works, like this case illustrated. regards, Lukas
