[proposal] sndfile extension

I started an extension to wrap libsndfile a while ago which I just finished a working alpha version of. I've done some simple testing with it (reading writing and manipulating sound) but it might need some tightening up in terms of how it could interact with php, streams or other pecl extensions. As of the moment it uses a sound buffer that is registered as a resource you manipulate like an array via sndfile_buffer_*() functions. As of the moment it is called 'sndfile' with functions prefixed sndfile_*, libsndfile is licensed under the LGPL, php-sndfile extension will be under the php license.
