Uploading mustache extension to PECL

I'd like to offer my implementation of the mustache templating language ( https://mustache.github.io/) for inclusion in PECL. The main library is written in C++ and is licensed under the MIT license: https://github.com/jbboehr/libmustache The extension provides PHP bindings to the C++ library and is also licensed under the MIT license: https://github.com/jbboehr/php-mustache It is currently in use by Wayfair: http://engineering.wayfair.com/2015/10/rendering-mustache-templates-with-php/ It has also been included in homebrew-php: https://github.com/Homebrew/homebrew-php/blob/43a6e426fe232b8dd360b6a735dfde0216e79d06/Formula/php70-mustache.rb The extension is currently compatible with PHP 5.3 - 7.0.
