I think most here use vim (some Emacs), so i doubt we can be of much
help there. Most C IDEs have a mode to import a project which has a
standard configure/make project which we do, else the IDE should have a
straight-forward way to set the source folder and include paths. But
well, that's not really specific to PHP and I assume there are better
IDE-specific places.
for taking over the extension: in general we want to see some patches
and if possible the old maintainer should agree.
