Hello,
Detailing the first point -
VC9 (VCx) backward compatibility to VC6 (VCx-1 or VCx-2 or VCx-y)
AND
VC6 (VCx) upward compatibility to VC9 (VCx+1 or VCx+2 or VCx+3)
The backward compatibility framework is simple, the new core will have a
interpreter module/ Library for lower VC versions "OR" should allow to run
older core and libraries with the new PHP VC version with a bridge(with VC
Distributables needed accordingly). Right now VC allows for downgrade
compatibility.
The upward compatibility will be somewhat the same, and the older core will
be able to install and run the new core and interpreter module/ library for
higher VC versions in the same installation. This might face OS hick ups
though once the OS upgrades. But then you can decide on a deprecation time
as per the market.
Much easier than Compile, Compile, and again Compile. Do not know what
resources will be needed sitting here.

Ganesh
