What if ONLY the QA Team could report bugs?

It would require some work, but let's say that all initial "bug" reports go
to the QA group, who field the questions.... a lot will be duplicates, some
user error, etc.... the QA team could help screen these issues.... if THEY
cant figure out the problem, then THEY submit the Bug Report for the user...
(Basically, you will only be getting REAL bug reports)...
Also means a lot of work for the QA team....
Just a thought...
