In many ways, screening the bug reports will be little different from going through the bug reports after they have been submitted. Based on looking at the bug database this morning, I would guess that by doing this we would be able to screen out between 20 and 50% of the reports. As the PHP/QA team gains experience, this percentage should rise. We could try this out simply by sitting on the php-dev list and reviewing each bug report as the report is submitted.
