The same wording can be found in the upcoming POSIX revision
(IEEE Std. 1003.1-200x). If I remember correctly, some
versions of Microsoft operating systems claim to be POSIX
compatible. As some MS employees actively participate in the
standardization effort, I assume that some future Microsoft
OS will be aligned with the rules as put forth by the
upcoming POSIX revision.
