mkdir Bug?

Hey all... I'm having problems with mkdir, i think there might be some sort
of bug
mkdir('mydir', 0777);
should create a public-access directory "mydir" but it creates a directory
with mode 0755 instead?? What gives? I have the permissions set for the
parent dir that mydir is being created in as 0777 as well.
