When I cleaned up the PHP3 Win32 build, I put versions of flex and
bison in win32build.zip, and updated the custom build rules for the
various flex and bison files to use that version and set the correct
environmental variable to point to the necessary files included in
win32build.zip.
Installing the Cygwin tools just so you can compile PHP is a bit of
a pain.
That was my motivation when I cleaned up the PHP3 Win32 build -- all
you need is a stock MSVC6 installation, the PHP3 source tarball, and
the files from win32build.zip. You don't have to configure any paths
in your Developer Studio environment, install anything else, or do
anything else that is likely to get screwed up.
