Hi, I had about the same problem and was told to use EAPI and versioning. I am not so sure if EAPI is only necessary when using mod_ssl which you seem not to use, but EAPI is a patch to apache delivered with mod_ssl. After applying the patch, you will configure apache with --enable-rule=EAPI. For me it turned out that this all did not solve the problem.
