Looks like a different error to me. When I compile with
--enable-thread-safety, I get all the way to the point where it tries to
compile sapi/apache before it dies. It looks like the fixes to those two
source files to make it tolerate the --enable-thread-safety mode are
straightforward. I'll do a little more testing and if it looks well, I'll
check in what I've got.

Typically the response to bison errors is to make sure that you have an up
to date version of bison. I'm running 1.28 on RedHat and 1.25 on Windows.
