Yes, topic based. But what I mean by having control is that noone starts
adding new stuff on the top level without discussing it here first. For
now it's ok though, since only people with cvs write access can add stuff
anyway, but once we include the tools to make it easy for people to build
their own packages, we need to have the "rules" in place.
