It isn't a bison.simple alone problem. I moved the file and it still gives
me a problem, it looks like there is a library somewhere that has the
reference I need to eliminate. I tried upgrading bison and when that
failed I downgraded to bison 1.25-5 hoping that would fix, nope! So it
looks like the problem lies elsewhere.
I'm using RH 6.1 standard build compilers, etc...
Any other ideas would be greatly appreciated!

/usr/lib/bison.simple shouldn't be in there. god only knows why it is...
what's happening is it is declaring yyparse. You're declaring zendparse.
Then you're saying zendparse is yyparse. It says what the hell, which is
yyparse, zendparse or yyparse? The moral of the story is you have something
configured weird with your bison that is making it include that template.
What? Dunno :)
you could try the ubiquitous upgrade to make the problem go away
solution...

I'm using RedHat 6.1 and apache 1.3.9-4.
I believe that I have properly set it up. I ran the configure script like
below, then ran make and it failed. I then ran ./buildconf, then
configure, and make had same problem. I say the conflict is yyparse and
zendparse because in the libzend/zend-parser.c there is a #define yyparse
zendparse statement and I'm guessing. =;-)
I am using the beta to get to the session management functions or I'd use
the php3. Any help would be greatly appreciated.
