How to start a PHP User group

Hi there, Good afternoon. I wanted to inquire about starting a PHP user group. What would one need and how would one go about this? We have a local chapter but they've been silent for over a year or more, and although I have tried to get some response out of them, it's not been of a lot of use. Also, if we were to get a conference going locally, what do you need in terms of information to get some promotion set up for it? Thanks for your help! Best regards, -- Eng. Valentín Secades M.
