The rsync server is primarily for official mirrors of the php.net website.

Cut out Netflix, enjoy life a little bit less, and that'll solve
that for you right there.

Doubtful we'll do that at least in the near future. Why aren't
you just using straight 'svn' commands? After your initial 'svn co',
all you have to do is 'svn up' --- which will actually have the
potential to use far less bandwidth (primarily in upstream for you)
than an rsync. And don't worry, that'll be read-only. ;-P
