Yes, if we put it in the footer I think it could go on every page (with a myphp option to turn it off).
I'm +1 on it being only on the home page - and for making sure only guaranteed "approved" photos are displayed. We don't want any possibility of someone inserting or replacing a photo with something that would negatively impact the PHP project.

Let me know what you think. Personally I'm leaning towards putting them in the footer, but present on all pages.
