Adding it to user preferences would work too, but to me, that seems like it's a bit unnecessary when I would be 93% happy with the first tab option. but hey, if you want to put the work in to make it a preference feel free :) If it is added as a user preference, I would still think it would be good to implement the first-tab option as there are countless times that I open incognito windows in chrome to log into separate user accounts and then pull up php.net to check something out quick.
