Proxy server (and proxy users) receiving HTTP 403 when accessing www.php.net

Greetings, We have users reporting that they receive an HTTP 403 Forbidden when attempting to access www.php.net through our proxy. www.php.net resolves to 69.147.83.197 on our proxy. The source IP of our requests is 63.238.139.239. Connections which bypass the proxy but are sourced from the same IP subnet (63.238.139.0/24) are successful, as are connections to other mirrors (e.g. us.php.net, both using the proxy and bypassing the proxy). Can you please shed some light on why this access is restricted?
